Job Purpose:
To lead and direct the department of Concession / PPP Development by ensuring stakeholder engagement throughout the process of investor / operator identification, qualification and on-going performance review, in line with overall strategic direction of our client.
Key Accountabilities:
Planning and Budgeting:
- Design and implement Concession / PPP Development Department’s strategy and roadmap in alignment with the organization strategy as defined by the BoD
- Establish Concession / PPP Development Department’s plans that support its overall strategic plans
- Collaborate with internal and external stakeholders to identify Concession / PPP Development Department’s required initiatives to meet future business demands
- Manage and drive the achievement of Concession / PPP Development Department’s strategy, objectives and KPIs within the accountabilities of the Department
- Prepare and present regular reports on Department’s progress and outputs to be shared with relevant stakeholders in line with reporting requirements
- Manage Concession / PPP Development Department budgeting cycle and provide input to the budgeting process
Policies, Processes & Procedures:
- Develop and oversee the implementation of Concession / PPP Development Department’s policies, procedures and controls covering all areas of activity so that all relevant procedural/legislative requirements are fulfilled while delivering high quality and cost-effective results
- Lead and direct the management of change through continuous improvement of Concession / PPP Development Department’s systems, processes and practices taking into account leading practices, changes in international standards and changes in the business environment
- Monitor day-to-day activities to ensure compliance with stipulated policies and procedures
Stakeholder Engagement:
- Lead the process of identification of internal and external stakeholders in order to plan for stakeholder engagement in line with business and regulatory requirements
- Oversee the execution of stakeholder engagement plan and represent our client at key interactions with stakeholders and decision makers
- Manage working relationships and identify / recommend areas of potential cooperation and cross functional synergy where applicable
- Conduct regular engagement and awareness sessions with potential and current investors / operators to ensure exchange of ideas and facilitate networking opportunities
Concession / PPP Development & Commercial Review:
- Direct the process of development of concession / PPP terms & conditions in alignment with relevant stakeholders and develop a mechanism of on-going management and commercial review
- Identify opportunities for concession / PPP and develop / present a business case to decision makers for qualification of opportunities as per defined guidelines and bidding process
- Manage the process of setting up the structure of PPP in line with legal and other concerned entities, ensuring our clients interests are adequately represented
- Monitor the financial performance of portfolio of concessionaires and undertake corrective action and / or recommend capability building measures to align performance outcomes
People Management:
- Help instil a culture of development, guidance and performance within Concession / PPP Development Department
- Guide, mentor and develop the Concession / PPP Development Department’s team to take larger and complex responsibilities
- Identify and recruit key talent for the Concession / PPP Development Department
- Provide clear top-down communication to employees and bottom-up feedback to Top Management
- Set performance objectives, provide necessary support, evaluate / appraise direct reports and provide regular feedback on performance
- Establish a high-performance working environment within the Concession / PPP Development Department
Qualifications/Requirements:
Education & Certification:
- Bachelor’s Degree in Finance / Business Administration / Economics / or any relevant discipline
- Master’s Degree in a relevant discipline is preferred
Experience:
- 12 to 15 years in PPP related projects management, preferably in Aviation Sector
Other:
- Strong knowledge of Public-Private Partnership (PPP) modes
- Understanding of local and international regulations
- Awareness of stakeholders within Aviation Sector
