Job Summary:
Our client is leading defense company specializing in cutting-edge solutions across various domains, including land, air, sea, and advanced technologies. As part of their global expansion strategy, we are seeking a highly experienced Strategic Sourcing Procurement Manager to lead thier sourcing and procurement operations in the Chinese market. The ideal candidate will have deep experience in the defense sector and a strong network within China’s defense and aerospace ecosystem.
Key Responsibilities:
Market Penetration Strategy:
- Develop and execute strategic sourcing initiatives to establish and strengthen the company’s supply chain presence in China.
- Identify and assess potential Chinese suppliers and partners for defense-specific components and technologies.
Supplier Management:
- Build and maintain strong relationships with Chinese defense suppliers, manufacturers, and technology partners.
- Negotiate contracts, terms, and pricing agreements to ensure favorable procurement outcomes.
- Ensure suppliers meet the company’s quality, security, and regulatory requirements.
Defense Sector Expertise:
- Source and procure critical components specific to defense systems, including electronic systems, precision machined parts, composites, and advanced technologies.
- Maintain in-depth knowledge of China’s defense supply chain, market trends, and emerging technologies.
- Ensure adherence to ITAR, export control, and national security regulations.
Stakeholder Collaboration:
- Work closely with R&D, engineering, and operations teams to align procurement strategies with product development requirements.
- Collaborate with international procurement and legal teams to ensure compliance with global procurement standards and legal frameworks.
Risk Management:
- Identify and mitigate supply chain risks, including geopolitical, regulatory, and quality challenges.
- Develop contingency sourcing strategies to ensure business continuity.
Cost Optimization and Performance:
- Conduct cost simulations and supplier evaluations to optimize sourcing costs.
- Monitor and report on procurement KPIs, including cost savings, lead times, and supplier performance.
Required Qualifications :
Education:
Bachelor’s degree in Business, Engineering, Supply Chain, or related field (Master’s preferred).
Experience:
- Minimum 8 years of strategic sourcing and procurement experience in the defense or aerospace sector.
- Proven experience working within the Chinese defense ecosystem and navigating local regulations.
Technical Expertise:
- Knowledge of defense-specific components, technologies, and manufacturing processes.
- Familiarity with global export control regulations, including ITAR and local compliance laws.
Skills:
- Strong negotiation, communication, and stakeholder management skills.
- Fluent in Mandarin and English (written and spoken).
- Proficiency in procurement tools, ERP systems, and cost analysis tools.
- Ability to conduct supplier audits and technical assessments.
Soft Skills:
- Results-driven with strategic thinking and problem-solving abilities.
- High adaptability to dynamic and complex environments.
