Role Purpose:
- Develop Project Contracting Strategic capabilities including upstream Contracting best practices in terms of capacity, quality, on time delivery and right diversification mix (local content).
- Lead the development and operationalize Strategic Sourcing for Contracting
- Establish a supplier relationship management approach that is long term beneficial to deliver the project
Key Activities:
- Establish, lead and define the right vision for a highly performing Contracting Organization up to the size of 50 FTE and annual spend in excess of SAR 10 Billion.
- Strategize Contracting from a Sourcing perspective (upstream Contracting)
- Operationalize Contracting Best practices E2E to enable a smooth process.
- Lead complex RFPs, develop new process standards and ensure competitive and diverse bid slate development.
- Operationalize supplier evaluations and actively bring new Market entrants into the Kingdom.
- Lead RFP process with third parties, detailing procedures, time for submission and bids evaluation criteria
- Renew and establish a pre-qualification process resulting in a dynamic supplier database
- Collaborate with Legal department in the draft of RFPs and awarding contracts and standardize contract management as per Industry best practice
- Develop and implement a Source to Pay solution that brings management of Work and Service Orders at ease. This includes re-engineering the right ERP approach and possible interfaces with PMIS Software
- Align Sourcing Plans and priorities with Projects Leadership and relevant asset owners
- Oversee implementation of procurement of goods and services ensuring that resultant Purchase Orders (PO), Service Provision Agreements (SPA) and Long Term Agreements (LTA) are drafted and executed in a timely manner
- Build relationships and Partnerships (locally and internationally) to benefit NEOMs Project delivery
- Build the right Procurement capability in the Organization and attract / retain local talent
- Build a highly agile Organization with impeccable compliance and stewardship in place

Qualifications / Requirements:
Knowledge and Experience
- Strong senior leadership and overall business acumen
- High degree of flexibility and organization skills to accommodate a fast-paced, deadline-driven, and service oriented environment
- 20+ Years experience in CONTRACTING in a large Construction Company or EPC and/or other mega projects ideally operating worldwide
- Pre experience as Chief Procurement Officer in a larger Construction / Engineering Company
- Extensive experience in infrastructure procurement
- Commercial and Engineering background preferred
- Extensive Pre-experience in the Middle East / GCC Region required
Education and Certifications
- Bachelor’s Degree in Civil Engineering or Business / Finance or similar
